Why county permits break multi-state groups

When a group expands into a new state, the licensing conversation is almost always about the state layer. It is the layer with a website, a fee schedule and a phone number.
The layer that actually stops service is usually the county. Food service permits, environmental health, fire clearance and occupancy sit with a county body in most of the United States, and they do not talk to the state.
There are more than 3,100 county and county-equivalent bodies in the US. Each sets its own fee, its own renewal cadence and, in a lot of cases, its own form.
This is the layer that makes a spreadsheet fail. Not because a spreadsheet cannot hold 3,100 rows, but because nobody knows which 40 of them apply to you.
