Reading a fee increase before it bills you

Jurisdiction fee changes are published, usually in a budget document nobody reads, months before they take effect.
The gap between publication and billing is the window where you can plan for it. Miss the window and it becomes a variance nobody forecast.
For a forty-location group, a $300 increase across two licence types is $24,000. That is not a rounding error, and it is entirely predictable.
