A permit register is not a document store

Plenty of groups already keep every permit as a scan in a shared drive. That is genuinely better than nothing and it is not a register.
A register knows what each document is, which location it belongs to, when it expires, who owns it and what has to happen next.
A document store knows a filename.
The test is simple: can you answer what expires in the next sixty days without opening anything? If not, you have a store.
